Being associated with someone who has a low "social credit" will also drop yours. Doesn't matter how that association is, either. It actively encourages shunning people that are basically "undesirables" to the CCP

He already 'served some time' so to speak, but he's in a probation period where he's free to be out in public, but he can't use the portal system, and his comlink is black so everyone who sees it knows that he did something bad. If he remains in this state and doesn't cause trouble, he can get back to a normal life! ...somewhat.
